All the policies we sell would exclude covering any part of your medication costs since they exclude coverage for pre-existing conditions (on-going treatment). You can get coverage for "acute onset" of some pre-existing conditions with some plans, but the plans specifically exclude HIV coverage. Some even go so far as to not cover HIV patients at all (for any other illness, even unrelated to the HIV). So you must proceed carefully.
You could get something like Student Health Advantage which, while it won't cover your HIV treatment, would cover any other illness or situation.

It should not be a problem. You will have to tell them on the application the dates he left his home country and intends to return to home country. You cannot be back charged for days already in the US.
The soonest the coverage will start is the following day. Some companies will not issue a policy after a certain amount of time abroad without insurance depending on age, but usually for a young person this is not an issue. "Covered as any other illness" means that there is no restriction for maternity. Some plans do not cover maternity but provide coverage for any other sickness or injury that happens unexpectedly during the coverage period. Maternity is only covered by student plans when the conception occurs before the policy becomes effective. So, "As any other illness" means maternity is covered in a similar way as coverage for other unexpected sickness or injury that a health insurance would cover.
